Feature 001-vitam-file-archiving: batch archiving of DOC_FILE files into
Vitam (CINES), with ATR follow-up, SEND/ARCHIVED maintenance, and a
read-only web UI authenticated through LemonLDAP::NG (OIDC).

- Spec Kit scaffolding (.specify/, .claude/skills/) and constitution v1.0.0
- spec.md, including the 2026-09-28 clarification: every file is
  validated by the CINES FACILE web service, with conversion as a
  fallback, and the archived form (original / converted) is recorded
- plan.md, research.md (R1-R17), data-model.md, quickstart.md, contracts/
- DECISIONS.md, AUTHORS.md, LICENSE (GPLv3), .gitignore
